A Distinctive Institution for Multidisciplinary Excellence
In December 1971, Dr. Ronald Pagela Guzman, a medical doctor, established the Holy Infant Clinic in Tuao, Cagayan, as a 15-bed healthcare facility devoted to serving the community with compassionate and family-centered care. This was his way of serving the people of Tuao, where he was born and where he and his wife, Wilma Roa, a nurse, resided after graduating from college.
The clinic provided services from birth to death. It was designed for the community, with patients bringing their own linens and necessities, and family members preparing meals in a detached kitchen. Geographically, Tuao was isolated by the Chico River during rainy season, restricting access and making emergency care difficult. Despite this, Dr. Guzman organized community health services, home visits, and even trained community workers for embalming to assist families in honoring their departed loved ones.
The Holy Infant Clinic in Tuao operated as a satellite facility when a 35-bed Holy Infant Clinic was established in Tuguegarao on July 7, 1980. Dr. Evelyn Duque served as resident physician, while Grace and Filomena Roa led nurses and caregivers who continued to care for the community. This continued for two years, allowing Tuao to eventually produce its own doctors so that continuity of care from private practitioners would continue.
After returning from a two-year stint in Nigeria, where Dr. and Mrs. Ronald P. Guzman worked at Bendel State Hospital in Benin City, the Holy Infant Clinic in Tuguegarao was re-established and expanded with departments such as Medical, Surgical, Pediatric, and OB-GYNE. It also added X-ray, ultrasound, laboratory services, drug testing, and pharmacy. In 1994, Dr. Ronald envisioned education as the antidote to ignorance, poverty, and disease, and with this advocacy established the Medical Colleges of Northern Philippines (MCNP). This eventually led to the establishment in 1998 of the International School of Asia and the Pacific (ISAP), offering courses relevant and responsive to local, national, and global demands.
Through the years, MCNP and ISAP earned reputations as two of the most prestigious and top-performing schools in the country, producing global professionals. MCNP was granted an Award of Recognition as a Category A(t), Mature Teaching Institution under the Institutional Monitoring and Evaluation for Quality Assurance (IQUAME) on March 18, 2008, making it one of only three higher education institutions assessed nationwide and the only HEI in Region 2.
