Proponents must have no outstanding unliquidated research grant balances, unresolved ethics non-compliance flags, or uncompleted manuscripts from previous institutional funding cycles.
Protocols must clearly articulate direct alignment with at least one pillar of the INNOVATES Strategic Agenda 2025β2030 and target at least one UN Sustainable Development Goal (SDG).
Institutional grants are released in three tranches: 50% upon proposal defense approval and MOA signing; 30% upon midterm progress report; and 20% upon journal manuscript submission.
Follow the official Standard Operating Procedure (SOP Stage 1 & 2) from capsule draft to defense and funding approval.
Download RDC Form 002 (Capsule Proposal Application), Line-Item Budget (LIB) template, and Work Plan (Gantt Chart). Formulate Chapters 1β3 including conceptual framework, hypothesis, and methodology.
Present the capsule draft to your Department Head, Research Focal Person, and Academic Dean for initial quality screening and signature on RDC Form 003 (Institutional Routing Slip).
Submit the complete digital packet via the Online Proposal Submission Portal below or email directly to researchoffice@mcnp.edu.ph. An acknowledgment receipt will be issued within 48 hours.
The RDC Secretariat and Technical Review Board evaluate the capsule for agenda alignment, plagiarism compliance (≤ 15% Turnitin similarity), and financial feasibility.
Proponents present their 15β20 minute oral defense before the multidisciplinary panel. The panel provides suggestions, formulates the Matrix of Corrections (Form 005), and votes on approval.
Upon integrating defense corrections, human participant protocols undergo Institutional Ethics Review Committee clearance. Proponents sign the official Research Grant MOA, initiating Tranche 1 fund release.

All studies involving human participants (patients, students, community respondents, hospital personnel), identifiable personal health data, vulnerable populations, or animal testing must secure formal certification from the Institutional Ethics Review Committee (IERC) under PHREB Level 1 standards before data collection begins. Ethics clearance is processed in SOP Stage 3 following proposal defense approval.
Eligible expenses include: (1) Research supplies and laboratory consumables, (2) Travel expenses for field surveys or community testing within Region II, (3) Statistical analysis and data processing fees, (4) Honoraria for external defense panelists or field enumerators, and (5) Publication processing charges (APC) or journal indexing support. Capital outlays (e.g. personal laptops or mobile phones) are not permitted under institutional seed grants.
